NIPH with the support of the Ministry of Health of the Czech Republic has prepared a guidance on incorporating the requirements for the protection of public health regarding labels of plant protection products (PPPs). The guidance takes into account the structure according to Annex 3 Decree No 132/2018 Coll. as amended by Decree No 359/2019 Coll.
Labels of plant protection products (PPPs) serve predominantly for their users (both professional users as well as the general public).
With regard to the fact that the Central Institute for Supervising and Testing in Agriculture (abb. ÚKZÚZ) has not accepted the Ministry of Health’s proposal for a unified label template, the Ministry has issued an independent guidance to the part ‘public health protection’ of PPPs’ label.
Guidance is conditioned in order to comply with the up-to-date legal requirements of the EU and the Czech Republic.
Labels have to include information about a product itself, its use, but also a range of complementing information regarding the protection of (human) public health.
It is necessary to take into account not only the safety of users directly working with PPPs (those who dilute them, apply them, clean the equipment after a treatment, etc.), but also the safety of operators (who enter the premises, manipulate with treated crops, etc.), safety of the general public and last but not least, safety of consumers.
With every change or amendment of the PPP authorisation, it is necessary to update the public health protection requirements, especially should the case be a change of classification, amendment of more application ways, etc.

Amendment to Decree No 359/2019 Coll. (to Decree No 132/2018 Coll.) issued in December 2019 changes only the body of the Decree and does not influence Annex 3 of the Decree; hence, said amendment does not affect above-listed label requirements.
Requirements for public health protection were introduced in more detail for applicants at the workshop on PPPs assessment, which took place at NIPH in July 2019 (in Czech).
